I've subscribed to a few scenarios in the steam workshop, and they show up fine in the normal play screen, but when I go into the creator and try to import from the steam workshop nothing shows up. Am I missing something or is this feature not implemented yet?

This is a common mistake. Due to how many different platforms we run scenario creator across, we have our own server that hosts them, so it doesn't quite talk to Steam workshop properly. Basically, you don't need to import the scenarios. You can, in Plague Inc., go single player -> custom scenarios and then use "all scenarios" tab to search for the ones you want.
