Hey there, I have Plague Inc. for Android, and there's a bit of a problem with the Trojan Planes. While the Necroa Virus's Horde Movement only needs you to drag your finger to the general vicinity of a country, the Neurax Worm's Trojan Plane requires the center of your finger to be directly within a country. This is really annoying, or frustrating even, when, say, trying to sent the Carribean a Trojan Plane from Australia.

Does this happen for anyone else?

Yes it is quite annoying, you just have to keep trying.
