I did't know the bioweapon's lethality was connected to it's currently infected....I just always boost infectivity to the top....worse case scenario bioweapon's will become lethal by itself.

Almost always Egypt. Two ports so getting Water 1 and 2 early is a good bet, gives it a starting small boost for hot countries, which means you dont need to invest in Heat Resist 2 to get Africa easily, and it can land spread into asia as well.

I have found Egypt was a good starter spot for my unlimited plague...ports and planes...middle of everything...

Depends on the plague or scenario.
Usually India or Saudi Arabia. I always start in a hot country since cold resistance is cheaper than heat resistance.
The exception is fungus plague, then I start on a hot poor island and use the spore bursts to infect 22 countries right away. Pathostasis and bonus DNA for red bubbles.
Best score so far was bio weapon from Saudi Arabia... 301K
