How about symptoms giving positive and negative effects hindering transmission strengths and the like to add further tacticability, i.e "this symptom is fatal in birds", decreasing bird transmission rate.

There are some upgrades with both positive and negative effects already. Among the basic types of plague I think only Nano-Virus has some (arguably Bio-Weapon as well), but all the others do. So it should be possible to make something like that happen with the editor coming soon™. However, as you point it out, there is maybe a lack of direct interactions. Something like a symptom being fatal to birds would still be somewhat doable via a "combo", you'd get an event saying you lost some of your infectivity because of it. But it'd be somewhat random.

Its similar to bird flu. Birds may transmit but they also die if correct symptom is present. Perhaps transmission via dead tissue, decaying bodies or blood could help negative bird symptoms rectify themselves despite the contradiction combo and have the animals decaying bodies be a vector for transmission

Some symptoms in other plagues, such as apraxia in the neurax worm, photophobia in the necroa virus/simian flu, and joint pain in the simian flu reduce infectivity. Also, the Walking Contradiction/Blind Genius combos also have negative effects on your disease (the former reduces severity, the latter increases research speed.) Other combos have both positive and negative effects (Public Defecation, for example, increases infectivity and cure development.)

But not as of yet are there negative effects affecting specific transmissions such as bird, rodent, swine etc that can be caused by human error/ignorance. Only random events and country lockdowns. I think it makes the game harder for outsiders, more tactical and vastly more realistic even potentially game threatening if ignored or rushed.

You have to keep in mind, that a disease which infects cells/regions in one animal might not be able to infect similar cells/regions in other animals, at least not as easily. For example, the first outbreak of the Nipah virus caused primarily encephalitic symptoms in humans but respiratory symptoms in pigs - it wasn't until later that other strains of the virus were able to reliably infect the human respiratory system.
