My awesome-cool scenario is ready, but when i start trying to publish it, the only thing it displays is " Publishing failed. Do you want to try republishing file? " over and over and over again. I tried starting PlagueIncSC with administrator rights, nothing changed. Any idea on what the hell can be an issue?

Sounds like the Steam ID may have become corrupted. Try unpublishing it and then publishing it? That re-sets it, but you'll loose any ratings etc.
