i recently won all diseases on normal mode (except the simian flu) and i unlocked the cheats i don't know if this is a bug or intentional since the cheats screen says i must win all the diseases in brutal and i didn't won all diseases nor in brutal.

There are some cheats which should still be locked until you beat every mode on Brutal. Are some of the cheats still locked?

yes but it says i must win in megabrutal and i can unlock them in brutal :/
