How do you create more "vampires"? I've looked everywhere and there's no setting for summoning a new "vampire". Does they're have to be a death cap or something?

There is a symptom called Vampiric Awakening which will randomly spawn another Vampire anywhere in an infected country. It rarely happens straight away as you need a decent amount of infected. The symptom description states that many infected will die by evolving this.
