I think there should be a scenario called "plague of athens", designed after the real plague of athens that brought an end to the athenian golden age.
It would be a virus disease, set only in europe, but the populations of all countries would be significantly lower, and healthcare would be almost useless.
The only difficult point would be infecting everybody before the virus mutates lethal symptoms (because it costs DNA to devolve things).
Honestly though, this would be awesome! It might not fit into the whole "scenarios" thing though.
