Case of menu weirdness

Description: While waiting for a custom scenario to Download/Boot up you can right click to exit out menus, but not out of the loading menu. This scenario plays out when you have to wait a while for it to download/start.

Steps to reproduce:
1. Start game and go into custom scenarios
2. Try to load up custom scenario, and if quick enough/have a long wait...
3. Right click to back out of menus but not the loading.

Issues involved: This may cause confusion to new players who won't know besides closing the game how to fix.

Level: mild annoyance
