Enemy Editor (something going on,a secret?)
I played a scenario of anomalies (go check it out) and in the news there was an ARC team news.That pretty much looked like my enemy editor idea.Are you hiding something?UndecidedUndecided

If there was standing "Germany has activated the ARC Team" or so, then it is a goverment action, which can be changed by using the goverment action lab in the editor.
