Special Plague Machine Broke
After beating every disease on brutal (yes, there are three biohazard symbols on each of them) I didn't unlock any of the content that it was supposed to unlock. Once I finished the final plague, I received my bonus trait like normal and the game promptly crashed when I selected "Try it later". I booted up the game again and saw I had it, along with my brutal biohazard icons for every disease. I find it interesting that I still had the trait I was supposed to unlock but not the post-brutal content.

For the record my phone is a low-end one.
