When a country 'burns out', was infected but either the lethality level or other incidents kill off most of the infected, thus becoming 'safe' again, I think that if there are transmission forms unrelated to direct person-person contact (Birds, rats, insects, animals, necrosis to name a few) that there should be a small 're-occurrence' rate as the pathogen is still viable and exists on carriers within their borders.
