There are some reasons that the cure go up too fast:
1. You don't have enough lethal things
2. You evolved Drug Resistance too slow
3. You did not evolve the eye symptoms including blindness
4. Did you make the disease transmit between apes and humans?
Also if it still doesn't work I suggest you try it on Easy, where the cure is even slower.
