fungal spore spread

so after i infected most of the world, i mutated to kill the population before the cure was finished. however in 2 countries i killed the population off before it spread enough, i thought no matter, ill just use the fungal spore to re-infect the remaining population. apparently not, the spore ability will only infect new countries. Dunno if its intentionally like this or not but it shouldnt be.

I also dont understand why theres two sets of the same ability, one that levels up ( I, II, III, IV, X etc) and another 1 with no level on the icon but always costs the same as the current level of the other icon. (spore burst)
