Loss conditions?

Loss conditions?
Is there a way to set-up a condition for Losing the game besides the virus dying out? I want to make a scenario where its possible to kill everyone but the goal is to enslave them instead, so that the last human dying triggers a loss instead of a win.

Yes, event lab:
Global conditions - 99,99% dead, 0% healthy
Outcomes- lose (or if theres no lose you can make healthy pop and cure the plague)

I can't find a "lose command", maybe i'm dumb, maybe its 5am, but i can't find the magic "everyone are healthy now" button. There's a cure=100%, but even then, there's a good chance the last person could just die before it gets cured.
