Not able to restore my progress and achievements on Android after reinstalling the game after many months. The game shows an error saying some Google Play services are missing, and asks me to contact developers.

Can you please report the issue through our support page with as much information as possbile and any screenshots if you feel they will help, so we can look into it further?

I believe that plague inc progress was saved via Google + which has since been shut down and all data deleted according to Google chances are the progress won't save until they change the Google service which data saves to and make it the actual Google play service.
